I got same problem, too. and I believe that might because the game has a rag launcher.
For that I just run "Kowloon_Game.exe" in game filed, it can run the game and got achievement well but ingame screenshot.
BTW, you can open "UserConfigFile.ini" to adjust resolution and input setting.

I only get one option for Resolution 1280 x 720, I changed it in Usercofigfile.ini to 1920 x 1080 and everytime I start the game, the launcher only has the 1280 x 720 option. If I choose run in window mode, the game will run, but on next boot up it will not run and I have to use UserConfigfile.ini to change windowed mode to 0 to start the Launcher again...

Whatever.. it is an awesome game anyway..
If the game won't load for anybody, try browsing local files, opening userconfig.ini and changing Windowed to 0. Save the file. Then try again. For some reason it wouldn't open for me after I set it to windowed in the launcher...I still only get 1280×720 res option. But the game is phenomenal indeed, crashed twice in 10 hours though
