Have you tried verifying the game files and re-installing? Also, see if you have the specs to run it. Also try checking that your primary hard drive (the one where the OS is installed) has free space, as if you don't have enough space, it can cause stuff to crash/not work

Delete your script, which is probably detecting old mods you don't have anymore.

Here's the folder you need to delete : AppData\Roaming\The Creative Assembly\Empire\scripts

After launching the game again, it will generate a new up-to-date script.
