YES! but it's NOT a system for beginners, like any other rpg maker you'll need practice to perfect it's many systems, scripting capability and other possibilities. Be prepared to also learn other programs too if you want to make your game unique, such as using Gimp, Blender, etc. This of course depends on the individual and how well/fast they learn.
What are the big changes they did since release?
Download the free demo and try it out, BE AWARE.. a lot of the systems are not available in the free version. So there's a lot more with official release version, too many to list here.. go check out Bakin's website for full list, Google's your friend dude.
What features stands out from other RPG Makers..?
A lot of stuff made much easier, not the fact that Bakin can handle 3D much easier and more stable than other RPG Makers, it also handles 2D also. IT has a number of different genre's it can use such as 2D and 3D styles and can achieve many styles from many console system RPGs.. such as Dragon Quest, Zleda, Suikoden, Octopath Traveller, etc. Whilst its systems sometime offer very easy use to achieve something it also has some systems that will take practice and will often infuriate you. Bakin also makes use of C# code rather than Java script so if you want stuff made you'll need to learn C# too.
MY recommendation..
IF you want to make a 3D RPG then go with Bakin, IF you want to make a 2D RPG then go with RPG Maker MV or MZ, purely 'cos RPG Maker is much easier to use and there's MANY scripts and plugins out there already, not so much with Bakin at the moment. You also have the advantage of a much larger active community in RPG Maker than in Bakin at the moment who's worked on thousands upon thousands of free assets.
If your goal is to make 3D games, then RPG Developer Bakin is a very beginner-friendly option, especially compared to engines like Unity or Godot.
There’s a free demo of RPG Developer Bakin, and my advice is to simply try it out. Experiment a little, build a short game, and you’ll quickly get a feel for how it works, you might even end up enjoying it!
