Employ 2 cleaners and split the shift in half , give them a 1 hour break before they start their shift so they are already in shop when shift starts, dont give them any breaks during shift , with 2 cleaners splitting the hours they last fine. im sure its 7 hours they both end up working with one hour break at start

Yeah, but it is ridiculous. 7 hours without a break.

I have a 2-part 24 hr set that works pretty well. 1 break slot, 4 work slots, 3 off slots repeating. The second schedule is the same, but offset - the breaks should line up with the last working hour of the opposite schedule.
