When I boot up the game, it's in windowed mode so I switched it to fullscreen (in the menu) and it freezes up. I can't get task manager to show the mouse so I can exit the game so I had to reboot PC.

Go into the folders and find the .exe. mine was program files (x86) -> steam -> steam apps-> common -> mafia definitive edition. Look for the one that says mafiadefinitiveedition. Right click on and click on properties. In properties click on compatibility. In that menu check the box that says disable full-screen optimizations then click apply. This worked for me.
