Force V-Sync on in the Nvidia Control Panel, that should fix it :)

To fix it, you have to download 3D Analyze and set the vendor ID to 4318. Then, launch the game through it. Though it's tedious to do every time you launch the game and it makes the loading times hella long, it removes any stuttering from the game and allows all graphics options to be enabled.

I have a PC with an AMD RX570 and a notebook with NVidia 820m. This game will run better on the later?

I kinda fixed this by nerfing shadows, AA and also tweaking the crimson drivers for this game
I basically switched on and off everything that was about smoothing the fps in game

The game not stutter at all now, except when it loads scripted events

Thank you. Tried everything, and this help removed the stuttering. Using a Radeon Pro VII.

Another fix I found which doesn't require vsync is lowering mouse dpi.
