Please be aware that I can, with or without cause, refuse to offer any person a direct download version of the mod. I can and will refuse a direct download to you for not having EU4 in your Steam Library or using a Third Party to circumvent not having EU4 in your Steam Library. I will clarify that using the Steam sharing functionality to play the game from a shared account is not a problem but could result in problems if not immediately noted.
*Depending on the jurisdiction you are residing in, you may be legally only leasing the game instead of outright owning a copy of it.
Its often a problem for some people that the mod does not become active after they have subscribed to the mod through Steam Workshop. This issue can be caused by a number of problems.
First step to check is to ensure you are subscribed. While in Steam Overlay and EU4 is running, open the mod's Workshop page and double check that the mod is indeed subscribed. Sometimes you might subscribe to the mod but for whatever reason Steam fails to properly set that and you find out the mod isn't even loaded.
The second step to check is to ensure that the mod is being downloaded or has been downloaded. Since 1.28, all SuperStates Mod files are downloaded to the folder

Lastly if you switch between versions of EU4 before 1.28, you must delete any old mods that are in the old format in your Documents folder. This would include any SuperStates Mod files with the name of
If necessary, you can wipe out your Steam Workshop cache but this will delete and redownload all mods you are subscribed to.
First go to the Menu Bar atop Steam and Select Steam
Then select Settings, this will open a dialog box.
In the left is a column listing different groups of settings and select Downloads.
In the Downloads tab is a button that says Clear Download Cache, select this and Steam will wipe the hidden folder on your harddrive that Steam uses to initially save all downloads from Steam servers at.
