The latest update had been release. Fixed the garbage problem. Hopefully rocks as well.

International Airports, Cargo Hub Terminals, Football field or that could be soccer fields and certain rocks so far that I have read are involved with the garbage issue. The developers are working on a fix.

I've been encountered with the same issue. I am aware of the rock assets will bugged the garbage truck so I have to stop using rocks near by roads. But now it happens again to the cargohub which I didn't use any asset around. Now garbage are piled up and no truck could get to it..
