Social Policy Rebalancing (Vanilla)

Description
This mod is an older version of Social Policy Rebalancing mod (which can be found at:) http://gtm.steamproxy.vip/sharedfiles/filedetails/?id=76831672 that will work with Vanilla Civilization 5. It is intended to provide a way for players who have a saved game for the Social Policy Rebalancing mod from before Gods and Kings was released to be able to continue that game.

If you are not looking for a way to continue your pre-existing games I strongly suggest starting any new games with the Gods and Kings version of this mod (see link in the first paragraph). The Gods and Kings version is more up to date, has more bug fixes and will be supported going forward.
