To create server you must go to Unturned folder located in C:\Program Files\Steam\steamapps\common
Then right click Unturned.exe and click create shortcut. Next right click The shortcut you just made
and in target box add this -nographics -batchmode +secureserver/server_name
And click Ok.















I recommend you to rename the shortcut to Unturned server or what ever you wanna call it and place on Desktop or place where is it easy to find.
Next thing you want to do is open that shortcut and a command prompt window should open.
Wait 3 minutes and then close it. Then go to Servers folder (C:\Program Files\Steam\steamapps\common\Unturned\Servers) And open server_name or what ever you named your server.
Then open Server and open Commands.dat using notepad or other text editor.
And copy this in
name your server name
map PEI
mode normal
port 27015
welcome Your welcome message here.


You can replace PEI with any of the offical maps ex. Yukon.
You can replace the mode with
EASY
NORMAL
HARD
Welcome message is optional.


Also when closing make sure to save first using save and shutdown command!

List of all console/commands.dat commands:
Admin Admin [SteamID | Player] This adds the specified player to the list of users allowed to use admin commands in the chat.

Decay Decay [Barricade Duration]/[Structure Duration] Sets the duration before a barricade/structure is removed if the player or group member doesn't join. Default is 604800 (7 days.)
Debug Debug This provides information on the state of the server.
Experience Experience [SteamID | Player]/[Experience] This gives a player some experience.
Give Give [SteamID | Player]/[ItemID]/Amount This gives a player an item.
Help Help [Command] This provides information on commands.
Kick Kick [SteamID | Player]/[Reason] This disconnects the specified player from the server.
Loadout Loadout [SkillsetID]/[ItemID]/[ItemID]/... This gives players each item when spawning. Can only be used in a server console or the server's Commands file. SkillsetIDs are from 0-10 in the same order as displayed when editing a survivor. 255 = All Skillsets.
Map Map [Level] This sets the map that the server loads on startup.
MaxPlayers MaxPlayers [Number] This sets the maximum number of connections the server is willing to accept.
Mode Mode [Easy | Normal | Hard | Gold] This assigns the difficulty of the server. Gold is accessible only to premium players and provides special benefits.
Name Name [Text] This assigns the name of the server on the server list.
Night Night This assigns the current time to night.
Password Password [Text] This assigns the codeword required for entry to the server.
Permit Permit [SteamID]/[Tag] This adds the specified player to the list of users allowed to join the server.
Permits Permits This shows a list of the current players allowed to join the server.
Perspective Perspective [First | Third | Both] This assigns the perspective of the server.
Players Players This shows a list of the current player on the server.
Port Port [Number] This assigns the port of the server. Port + 1 and port + 2 are also used, so remember to open them on the router as well.
PvE PvE This allows player versus environment combat.
PvP PvP This allows player versus player combat.
Save Save This forces a proper save of the server state.
Say Say [Text] This broadcasts a message to all of the connected clients.
Shutdown Shutdown This properly saves the server state, disconnects the clients and closes the program.
Slay Slay [SteamID | Player] This kills the specified player in-game and permanently bans them.
Teleport Teleport [SteamID | Player]/[SteamID | Player | Location] This teleports the first player to the second or a location.
Time Time [Number] This assigns the current time in seconds of the day/night cycle.
Timeout Timeout [Number] This assigns a maximum ping threshhold to the server before a client is kicked.
Unadmin Unadmin [SteamID | Player] This removes the specified player from the list of users allowed to use admin commands in the chat.
Unban Unban [SteamID] This removes the specified player from the list of users not allowed to join the server.
Unpermit Unpermit [SteamID] This removes the specified player from the list of users allowed to join the server.
Vehicle Vehicle [SteamID | Player]/[VehicleID] This gives a player a vehicle.
Votify Votify [Vote Allowed Y/N]/[Pass Cooldown]/[Fail Cooldown]/[Vote Duration]/[Vote Percentage]/[Players] This sets up voting. The Percentage must be a decimal. (e.g. 0.6 for 60%)
Welcome Welcome [Text] This sets a welcome message shown to clients as they connect
