V-34 Plasma Rifle

Adds the V-34 rifle from the Fallout games. It is akward, fires slow, and very inaccurate, but it will reduce anything that stands in your way to a pile of goo. Because of how slow the projectile is, engaging enemies at long range is usually a bad idea, and the plasma has a small area of effect damage, so usuing it at very clase range is also very bad, because your trooper will be seriously injured.
