Step 1
First thing first, do Valve's official fix and reboot your computer:
https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837
Step 2
Now, as a Windows 8 user, you probably have "Smart Menu 8" installed. A software released by iOBIT.

IOBIT is known for making software who loves to mess with your PC, so make sure you uninstall any IOBIT software, INCLUDING StartMenu8.
Step 3
I had the VAC issue, and then did this. VAC error is no longer a problem for me.

Summary

1. Do Valve's Official Fix
2. Reboot
3. Uninstall any IOBIT software, such as StartMenu8
4. Reboot
5. Verify game files
6. Reboot
7. Enjoy your VAC Supported games #CSGO :)

Sidefixes
1. Locate both Steam.exe and csgo.exe and make sure they always run as admin.
2. Uninstall CCleaner (This does "fixes" on the registry, and it makes no difference if you bypass Steam folders)

Hope this works for you too! =)
Thanks

Try deleting your cfg folder, and verify your game cache.

Can confirm this works. I had the problem for more than a year. I even reinstaled windows, but also IOBit programs as I didn't know that was the problem. Now my friends are globals and I am slowly crawling twords them (lem at the moment). Fuck you IOBit and tnx to OP for showing people how to fix it.

Those two programs could cause way more problems than startmenu8, so I do suggest removing them, but if you want to, you could just try to remove StartMenu8, and see if you still get kicked or not.

It's still launched from the same exe file, and would all in all make no difference regarding that the registry is the issue at hand.

Who launches steam games from a shortcut nowadays anyway? ^^
