"If a building is over water that is in a fishing dock's radius, fising production is reduced. Trading posts have a huge impact. Make sure they are not near a fishing dock. These are all Year 1 results from the same map."

Fishing docks yield is effected by total water tile space exposed, so building any structure that covers the water (the dock itself so place this as far inland for the place you want to put one as you can, bridges, and trade posts) so the best places to put fishing docks are penisulas into lakes or river bends as they have the most water in the work radius.

This is a great point to clear up, but having one result doesn't prove your point as being true. This could be random, to be more precise you should have the results from saying year 2-12. That would be able to show consistent findings
