On the contrary, I think ichthyosaurs are always stalking the player, following it. I never feel they are far from me, haha.

They tend to swim not so far from me at least, when I play the game.

I think it's coded in the game that jumping in the waters triggers the fishes to appear. I've been able to see them here once, but not every time.

Should be Surface Tension. If you want to make sure, you can look some playthrough of that chapter in youtube and check it.

Sometimes you need to just jump into the water. The fish wasn't visible everytime, but managed to see it in some occasions.
