Operation Inherent Resolve (OIR) is the U.S. military operation name for the Military intervention against ISIL, including both the campaign in Iraq and the campaign in Syria.

Start as any country in the world in April of 2015 and play for 4000 turns!, it is not 100% accurate, but it has the just of it.
There are basically 5 Superpowers (United States, Russia, China, United Kingdom, India) that have to build the rest of the world at the cost of there own $$$. It should even out over time.
