Width-Compact HiCap oval for elevated highways

A width-compact version of a roundabout with a base of elevated highways.

While functionally the same as the normal elevated roundabout, this version :

* takes up less width, so fits easier in between frontage roads
* starts with elevated (+1) highways, roundabout at same level

Pillars in between slopes and roundabout are symmetrically spaced so adding lefthand on/offramps to the roundabout is possible
