I did it a bit differently.
My industry was only wood and agriculture (so no pollution there), I emptied and bulldozed my landfills (have a lot of incinerators and recyclers), and then I just turned everything off (the sewage pumps, the recyclers and the incinerators) for a couple of in-game days, and then restarted all of them again. Nobody complained, and I got the achievement. :)

Technically a recycling plant does the same as an incineration plant just with less pollutzion and efficiency. pro tipp: If your incineration plant pollute the ground so fast that the old places don't clean up until the city drowns in garbage, which is very likely go for the nomadic plants.

Pause and create a big mesh of roads which are about 500m by 500m for 2-4 incineration plants. In this areas make sure there is water available everywhere and now start moving the plant as soon as ground pollution becomes visible. This gives you time needed for the achievement, but there is kind of a minimal pollution which builds up quick. If any building shows the red garbage can -> bulldoze it before it starts polluting the soil.

I followed your tips but my ground pollution rating was stuck at 1%. Turns out the residential area became polluted by itself due to piled garbage. So I built some incineration plant to get rid of the garbage. And magically the rating became 0% even though I got like 5 incineration plants. Shit's weird yo.

Instead of offices and high education, the Forestry industry also produces no pollution, though this needs a forest resource in the map. And the traffic to your commercial zone will increase because they will import goods instead of them being made locally (because not everyone wants everything to be made of wood)

I thought the rubbish went to the landfill and then to the incineration plant ? I didn't know it could go straight to the incineration plant ?

I was able to get the achievement by downloading a recycling centre asset from the workshop. No pollution but expensive to place in the early game. You can also check each Incinerator and make sure they don't consume 50% more than their capacity... Delete the ones that is burning more than half of it's capacity and build a new one elsewhere.
