Description
Titanium a little weaker, mines and manufactories a little better.

Tectonic scanner is said to be overpowered because it allows instant access to titanium. That's because it is the only strategic resource that doesn't need a special improvement to use it. You can know where oil and geothermal are but still have to research to access it.
This creates a titanium mine improvement available with engineering which does not get the standard mine yield so it gives 2 less production and it costs 2 energy maintenance like other strategic resource improvements.
I've also increased the production from mines and decreases the unhealth from manufactories. So now titanium might not be the end all and be all of production.

Yes, I made it for BE long before RT and I haven't updated.

Titanium mines can't be built on ocean/coast tiles with the strategic resources. I know the mod doesn't state, but I'm assuming that's because it's for BE and not RT?

@Cronkonium I haven't been too concerned with titanium too early either. It might be more in very high level 'optimal' play or multiplayer where early titanium makes or breaks you. But in any discusion I see about where to settle cities, mostly it's just about titanium, so I decided to see if I could change that.

I have never had titanium within 2 tiles of my first city in any game I have played, and I restart a lot... IDK how important the Tectonic Scanner is then early. Perhaps that is because I focus on science so research Engineering quite quickly. Also 2 Energy per turn seems quite high, but perhaps again just based on my play style.
