Forest Nothing Fixed

Description
This Map is a copy of XRealismX map Forest Nothing which was inspired by T90Offical. I've fixed a couple things like cyan having 2000 stone and blue getting 4 vils, also each player starts with 200 food and 200 wood just to get the game going a bit faster. Link to XRealismX's mod:

None of the other civs are doing anything but cut wood in single player. Is something I'm doing wrong or is that just going to happen?
