Every 5 cities, the countries, get the following debuffs what stack 20 times

global unrest +0.25
land forcelimit modifier -1%
global manpower modifier -1%
global tax modifier -1%
stability cost modifier +2.5%

More active rebels , spawn faster and if they capture city they got the possibility to spawn more rebels so be careful at letting rebels get the cities.
