全路线基飞

Description
允许玩家基飞局势三条线全部选择，从而点出三条全部传统，并且针对普政各基因高级政体融合出了一系列全能政体。

为方便调整，还添加了个政策用于随时调整单一或全能政体。

2025.06.11：现在理论上兼容大部分四大飞升都能选的mod。
点名 飞升之路：飞升路线兼容4.0+
但是请注意一旦有类似mod后，
四大飞升必须第一个点基因重塑
，不然后续无法再次点基飞。

2025.09.07：现在蠢驴更新的那个最高250宜居性也加进去了，按理说变异路线和三合一路线都能吃到buff，起码在人口表里是正常250%宜居了。

@cyno up 我之前翻代码的时候也是不清楚蠢驴是怎么搞的，但是250%这个确实是新版本改的，因为我开原版在变异之后就是250%，并且这个是蠢驴写在更新日志里的，但是我翻了半天也没搞清楚是哪条代码执行的，只能说蠢驴史山代码了

@lushistore 我在代码里翻了一圈，现在就是最高175了，不纯在同时选会提高到250%

@cyno up 我去翻了一下，好像是以前版本选了环境整合就是200%，现在改成了选了环境整合或者用变异政体上限是175%，如果同时选择这个传统+变异政体会提高到250%

发现一个bug，正常来说变异的传统环境整合提高的宜居度上限是175%，采纳变异政府后会变成250%，但是加了mod后无论选择变异政府还是全能政府，这个传统都没有提高还是175%，而克隆的备用克隆体的传统却能正常升级，大佬能不能看一下是什么情况:steamhappy:
