DLC verdict: Get it OR Get it on sale

This DLC contains four new items - two weapons (satchel, gloves) and two traps (scorcher, zapper). The usefulness of them really depends on the playstyle you choose but all can come in handy. The game is entirely fine without them, however, they do add more options and that is always nice. Considering the standard price isn't high you can opt for full price but I would recommend getting the DLC on a sale.

P.S.: The weapons from Artifacts of Power are listed as a separate entry for some reason. They appear as War Mage's Toolbox DLC in the Library.
