I just received a message from Steam :

"Steam Support has flagged your account as potentially having been used for fraudulent activities. Please contact Steam Support so that we can assist you.

This account will have restricted functionality until this issue is resolved.

Purchasing, gifting, trading, buying and selling items on the Community Market, and cd-key activation have been disabled.

I wanted to have more information about this restriction, I don't understand what is the reason. Has been disabled without any warning and i didn't using any 3rd-party tools that edit or modify the steam application. On my side I'm ready to give more information if it can help to resolve this case.
Would please re-enable my steam account immediately or tell me how to deal with this problem?

Rightclick Dota 2 in your Steam library, click "Properties", "Set launch options", and add: -cursor_scale_percent 100, launch dota and you cursor will be a normal size again

Now you can view existing buy orders and place orders yourself.
The highest buy order always gets the item, no matter the price. You will notice that there are several >$500 buy orders for items like Monarch, Phractos, Golden BZZ. Buy orders only disappear once a buy for that item occurs and not when wallet is depleted from buying a different item.
To increase your wallet over $500 you can buy a game, fill up wallet to $500 again and refund the game (amount credited after 24h).
Now you compete for the top spot on the buy order list.
