Update (02/06/2018):
Same guy who tried to scam/phish me before, is continuing to do so on a new account, harassing me essentially, I assume he's upset he got a bunch of his other accounts banned, and now harassing me with new accounts unaware I am no fool and can research and investigate and find out.
