left top corner click steam and choose check for video driver updates
Also... -autoconfig stopped working altogether. Nothing wants to launch at all.

Disabling background applications here...

Pay no attention to the fact that you may have had any software installed for a long time without the problem. Just troubleshoot the problem in a step by step manner.
Checked through all my background applications, couldn't find any that were listed, but tried ending any that were uneeded. Still didn't change anything, games still refuse to launch. :/
What is your antivirus program on that computer, please ?
As for antivirus programs, I just have Windows Defender. I know it's not much, but I personally can't afford a good antivirus and I don't really trust other free ones, as they're often fairly sketchy.
Post the name of that game in your next reply that you choose. Please pick an "easy" game that you have this same problem with...the crashes that is.
Are you absolutely sure all your drivers are fully up to date and Windows as well is up to date itself ?
Try this but do it exactly as suggested, making sure you perform all the steps, including running as admin.

Sorry if you have seen this already, but try it just the same now, please.
Also, if you will after we try the above suggestion and see no improvement, please post a screenshot of all of your installed programs there. You can use a file hosting site such as imgur.com for that.
2.Is this game you purchased from steam or buy from a store or you downloaded cracked game.
Followed the steps you linked, and unfortunately still no results. :/
As for programs: http://imgur.com/a/mxq93
I tried running Garry's Mod and TF2 mostly, and I get all my games from Steam. They worked perfectly fine in the past, it's only been the past few days that I've been unable to play them.
I see Skype for one and another one that makes me really worried...
What is that "Norton Online Backup" program doing on your computer ?
As for the one that makes you worried, I'd be glad to know what it is, because as long as it's not something I use I'd be fast to uninstall it.
So you should have mentioned them, please. I listed the last thing that worried me...Norton. Norton is horrible.
This is my suggestion. Fully uninstall anything and everything to do with Norton. It is toxic anyway and really hates Steam. Fully uninstall anything and everything to do with Skype.
Next, reboot your PC. Now, run the file verification process exactly as in post number 9 above, including running as admin. and do it for Team Fortress 2. Test play the game again.
EDIT..What is that Pokki application for, as I see it is related to Windows 8 in fact ?

There are some programs that you have that are not indeed listed on the support page. So if you still have the problem after what was suggested so far, I highly suggest that you perform the steps on the disabling background applications support page, and not simply closing the programs yourself manually ...
https://support.steampowered.com/kb_article.php?ref=8043-EUJN-5239
After you do that, be sure to reboot your PC (as Windows should prompt for you to restart anyway if you do it correctly), then perform the steps all over again for the file verification process for TF2, including running as admin, as seen on that page....
https://support.steampowered.com/kb_article.php?ref=2037-QEUH-3335
Please make sure you are following the steps in the section for Windows 8 exactly and then continue with what is suggested there....
