The only way to remove the restriction is if your sister reverses the chargeback.
All they know is, you used a credit card, and then the card's owner disputed the purchase. "But she let me use it and then changed her mind afterwards" isn't an excuse because anyone can make up a story like that.
If a chargeback cannot be reversed by working with the financial institution associated with it, please contact Steam support for further assistance.
Tell me why have this on support page when they just tell you to pretty much sort it out your ♥♥♥♥♥♥.
In the future, don't use someone else's payment details on your account. This should've been fairly obvious after all that time as a member.
And unconstructive passive aggressive stuff such as "Can't you read?" is a nice shortcut to a locked thread, while I get where the anger is coming from.
