I knew I was missing something. Let's say his movespeed is 300.
Q - It can be purged.
W - Basically. He can still be targeted by the stuff, but he just ignores everthing.
R - It affects everything.
Honestly, he's not supposed to be overly balanced. I wanted him to be a little bit OP.

Radiant Agility
Deep in the valleys of Turstarkuri, there lives a tribe of warrior monks, brethren of the mountain monks. It is said that one of their number was born blind and frail of body, left with them by a beggar woman who feared for her child’s life. Though he started life as a burden, he made it his sole purpose in life to end his life with strength and pride. One day, as he was meditating, a strange feeling enveloped his mind. It was as if he could feel the world around him. It felt similar to the way he used the wind and sounds to tell how to move and where others were, but it was different. It was as if he could feel everything, from the worms moving in the soil to the birds flying high in the sky. He enjoyed it for a moment, then focused it, attempting to meld this feeling with himself before he lost it. Just as he felt him and this power become one, he heard a singular voice in his mind. “Open your eyes.”

An extension of his new sight, Kuyr can make others experience life through his eyes. It’s an effective tool to sow confusion in the enemy.
Base agility and agility gain are both top tier, which is fine when alone, but together is too much agility.
Q-1600 burst damage is way too much to be an activateable. Also, is it physical or magical damage?
W-A 400 burst damage every 10 seconds makes spells like laguna blade or Lion's finger pale in comparison. High burst is good, in moderation. Definitely up the cooldown of this ability.
E-Combining Phantom Assassin's passive and Enchantresses passive, and maing bothe even more effective at low levels, is far too make damage removal. If you want both, defintiely lower your numbers.
R-250 mana for an INCREDIBLY beefed up version of Leshrac's ult is way too much. Sorry, but I actually laughed at the imbalance.
Overall, it seems that your only goal was to create a character that is way too strong. If that was the case, good job. This has exactly zero balance as is, and I'd like to see other people's take on it.
