I also miss being able to set people on fire... you can burn them with the flame thrower, and it is nice that trees and such can burn. But it was quite satisfying to be able to set fire to civilians, police and enemies and watch them run around burning and screaming
Not sure why people find this part so important. Sure, it would be a nice feature. I can just think of at least 5 other things I would rather see in the game than drivable cars. One of them the multi-player that they are working on.
I was thinking they were following rails because it's easier to code.
